TEMPO.CO, Jakarta - The civil society groups have filed a petition for a constitutional review at the Constitutional Court regarding President Prabowo Subianto's decision to join the Board of Peace (BoP). The groups include the Indonesian Law Enforcement and Monitoring Agency (LP3HI) and the Indonesian Anti-Corruption Society (MAKI), alongside citizens Rus Utaryono and Tresno Subagyo.
The applicants argue that this participation needs a thorough constitutional examination. "The documentation is complete, and we submitted our application on Friday," stated LP3HI Chairman Arif Sahudi in Solo, Central Java, on Thursday, April 16, 2026.
Arif explained that the constitutional review was filed against Article 10 of Law Number 24 of 2000 concerning International Agreements. This article regulates the mechanism for ratifying international agreements, especially those related to defense, security, and strategic politics.
"We filed a constitutional review against Article 10 regarding Indonesia's participation in BoP without the approval of the House of Representatives," said Arif.
He considered Indonesia's participation in the U.S. President Trump's initiative council not just an ordinary agreement. The policy is seen to have implications for foreign policy, defense, and Indonesia's geopolitical position. "In this context, President Prabowo is obliged to involve the House of Representatives," he said.
He stated that there has been no discussion in the House of Representatives regarding this participation thus far. According to him, this situation has sparked controversy in society. "Because the House of Representatives has not been involved," said Arif. In addition, the issues discussed in the forum are considered to be related to sensitive international conflicts.
In the application, the applicants also proposed a time limit for the ratification of international agreements. They proposed a maximum period of three months from the signing for discussion in the House of Representatives. "We want legal certainty," he said.
Arif emphasized that this constitutional review is not meant to obstruct the government, but rather to ensure that all processes are in accordance with the constitution. "This country must adhere to the constitution, both its people and its leaders."
Sigit N. Sudibyanto, the legal representative of the applicants, believed that Article 10 of Law Number 24 of 2000 still leaves room for multiple interpretations. He mentioned that there are still strategic agreements ratified without involving the House of Representatives. "Agreements related to politics, defense, and security should not only be decided by presidential regulation," he said.
Sigit also emphasized the importance of transparency in international agreements. He believed that the public has the right to know the content and impact of government agreements. "So far, the public often does not know, and suddenly it has been ratified," he said.
