TEMPO.CO, Jakarta - Governor of Bali, Wayan Koster, agrees with 18 other governors who conveyed their aspirations regarding the transfer of funds to regional governments to the Minister of Finance, Purbaya Yudhi Sadewa, in Jakarta on Tuesday, October 7, 2025.
"The content of the regional heads' aspirations is the same because there has been a significant decrease in transfer funds to regional governments," Wayan Koster said in a brief message on Wednesday, October 8, 2025.
Koster did not attend the meeting, despite Bali being affected by the reduction in transfer funds to regional governments (TKD). However, he was unable to attend.
According to Koster, the aspirations of the 18 governors who were present, including the governors of Jambi, North Maluku, Aceh, and Central Java, are sufficient. Currently, he and the other governors are waiting for Purbaya's policy.
He did not mention the reduction experienced by Bali, but based on the APPSI meeting with Purbaya, the average TKD reduction is around 20 percent.
The Chair of the Association of All Indonesian Provincial Governments (APPSI) and also the Governor of Jambi, Al Haris, in Jakarta on Tuesday, October 7, 2025, stated in Jakarta that the issue conveyed to Purbaya is the challenge faced by regions due to the reduction of transfer funds to regional governments.
Haris mentioned that the decrease in TKD significantly impacts regions' ability to pay additional income allowances (TPP) and manage operational expenses, including those of civil servants with employment agreements (PPPK).
"Many regions have certainly felt the impact of the decrease in transfer funds to regional governments," Haris said.
Nationally, the draft budget for 2026 allocates Rp649.99 trillion for TKD funds, which is significantly less than the estimated realization of Rp864 trillion in 2025 and the Rp919.9 trillion allocated in the 2025 State Budget.
