TEMPO.CO, Jakarta - Minister of State Secretary Prasetyo Hadi stated that the government is considering categorizing online motorcycle taxi (online ojek) drivers as micro-entrepreneurs to strengthen protection for the app-based transportation ecosystem.
"That is part of our effort to ensure that our transportation ecosystem, which manifests in economic activity through transport services, is fully protected," Prasetyo said at the Presidential Palace Complex in Jakarta on Tuesday.
Prasetyo explained that this initiative stems from the government's desire to guarantee adequate protection for transport sector activities, encompassing income, labor rights, and long-term career security.
He added that the government is also considering the sustainability of app providers, noting that operational pressures on companies could ultimately affect drivers.
Prasetyo further noted that classifying drivers as micro, small, and medium enterprises (MSMEs) remains under discussion as officials draft a presidential regulation (perpres) to govern the ride-hailing service sector.
He acknowledged that the government needs more time to reach a consensus on complex regulatory issues to ensure the final policy accommodates all stakeholders.
"We initiated a presidential regulation to address ojol (online ojek) issues. However, we ask for time because we must resolve several key challenges and reach common ground along the way," he said.
Alongside regulatory talks, the government continues to roll out parallel measures, including capping application fees at 8 percent, a reduction that some drivers have reportedly begun to benefit from.
Prasetyo emphasized that officials are refining the draft to craft a unified policy capable of protecting every participant in the transport services sector.
"We ask for time to perfect this draft so that a single regulation can protect all our brothers and sisters working in transport services," Prasetyo said.
Earlier, Minister of Micro, Small, and Medium Enterprises (MSMEs) Maman Abdurrahman stated that the draft regulation would treat online ojek drivers as micro-entrepreneurs to bolster the grass-roots economic ecosystem.
"We must view ojol as an ecosystem," Maman told reporters at the Presidential Palace Complex on Monday, July 20. "It involves four main components: app providers, MSME sellers and merchants, drivers, and consumers."
According to Maman, the Perpres aims to balance interests across the online transport landscape rather than serving drivers, app companies, merchants, and consumers in isolation.
He explained that the government has addressed driver demands regarding revenue sharing by establishing a 92-to-8 percent fare split favoring drivers. President Prabowo Subianto announced this policy directly during International Workers' Day on May 1, 2026.
"Now, the presidential regulation further encourages treating online motorcycle taxi drivers as micro-entrepreneurs," he said.
Maman noted that micro-entrepreneur status aligns with the reality of drivers who operate independently by providing their own vehicles and capital while partnering with app platforms. He added that most drivers favor micro-entrepreneur status because it grants them the flexibility to pursue other business ventures alongside driving.
