IHSG Climbs as Market Stays Indifferent to U.S. Government Shutdown

TEMPO.CO, Jakarta - The IDX Composite Index (IHSG) strengthened on Friday as market players are indifferent toward the U.S. government shutdown.

The IHSG opened stronger, 28.57 points or 0.35 percent, to 8,099.65. Meanwhile, the group of 45 leading stocks, or the LQ45 index, rose 2.05 points or 0.26 percent to 785.34.

"IHSG has the potential to move sideways at the level of 8,050-8,100," said the Head of Retail Research at BNI Sekuritas, Fanny Suherman, in a written statement received in Jakarta on Friday, October 3, 2025.

U.S. Treasury Secretary Scott Bessent previously warned that the U.S. GDP could be affected by the shutdown. 

The U.S. government shutdown is estimated to continue for at least three days, given that the Senate was on holiday to commemorate Yom Kippur on Thursday, October 2, 2025, and will only resume sessions on Friday, October 3, 2025.

Additionally, the U.S. government shutdown has also triggered an economic data blackout. The September 2025 non-farm payrolls (NFP) employment report, which was supposed to be released on Friday, was canceled because the Department of Labor activities were suspended.

The U.S. government shutdown was triggered by the failure to reach a budget deal between the Democratic Party and the Republican Party in Congress.

On the other hand, The Fed is expected to announce a cut in interest rates at the October 2025 meeting, after the ADP data on Wednesday, October 1, showed a decrease in private sector employment.

Meanwhile, in Indonesia, lawmakers ratified the fourth revision of the State-Owned Enterprises Law, which changed the status of the Ministry of State-Owned Enterprises to the State-Owned Enterprises Regulatory Body (BP BUMN).

The revision includes 84 articles with key points, including ownership and composition of shares in the holding company, prohibition of concurrent positions, strengthening of transparency through the Audit Board of Indonesia (BPK), appointing professionals as commissioners, gender equality, and the mechanism of transition of employment from the Ministry to BP BUMN.

In Thursday's trading, the European stock exchanges closed mostly higher, including a 1.13 percent gain for the Euro Stoxx 50; a 0.20 percent decline for the FTSE 100 index of the UK; a 1.28 percent gain for the DAX index of Germany; and a 1.13 percent gain for the CAC index of France.

The U.S. stock exchanges on Wall Street also closed higher in yesterday trading, including a 79.05-point or 0.17 percent gain for the Dow Jones Industrial Average to 46,520.19; a 0.06 percent gain for the S&P 500 to 6,715.38; and a 0.39 percent gain for the Nasdaq Composite to 24,892.76.

This morning, the regional Asian stock exchanges, among others, showed a 736.77-point or 1.62 percent gain for the Nikkei index to 45,682.00; a 20.25-point or 0.52 percent gain for the Shanghai index to 3,882.78; a 218.68-point or 0.64 percent decline for the Hang Seng index to 27,069.50; and a 16.19-point or 0.36 percent decline for the Strait Times index to 4,379.39.
