Indonesia Ensures No TikTok Access Restriction for Citizens Despite Suspension

TEMPO.CO, Jakarta - The Ministry of Communication and Digital (Komdigi) ensures that the Indonesian public can still use TikTok services despite the temporary suspension of its Electronic System Provider (PSE) certificate on Friday, October 3, 2025.

Komdigi's Director General of Digital Space Supervision, Alexander Sabar, explained that the temporary freezing of TikTok's license is an administrative step in supervision. "The suspension of the PSE is an administrative step in supervision and differs from application access termination," he told Tempo.

He emphasized that during the suspension, people can still access the application, as there has been no restriction imposed. "During the suspension, TikTok services remain available for the public, despite the inactive status of [TikTok] as a registered PSE," said Alex.

Alex earlier explained that TikTok was suspended because of its non-compliance to existing regulations. "This step is a form of firmness from the government after TikTok only provided partial data on TikTok Live activities during the demonstration period from August 25 to 30, 2025," said Alex in a written statement on Friday, October 3, 2025.

Due to allegations of TikTok monetizing live broadcast activities from accounts suspected of online gambling, the ministry has requested data covering traffic information, live streaming activities, and monetization data, including the amount and value of gifts.

"We have summoned TikTok to provide a direct clarification on September 16, 2025," said Alexander. "TikTok was given until September 23, 2025, to submit the requested data in full."

TikTok did not provide the requested data because it followed internal policies and procedures governing the handling and response to data requests. This was conveyed through an official letter from TikTok with ID/PP/04/IX/2025 dated September 23, 2025.

Furthermore, Alexander revealed that the data request referred to Article 21, paragraph (1), of Minister of Communication and Information Regulation No. 5 of 2020 concerning Private Electronic System Providers.

The regulation stipulates the obligation of Private Electronic System Providers to provide access to electronic systems and/or electronic data to the ministry or institution for supervision in accordance with the laws and regulations.

"Therefore, Komdigi considers that TikTok has violated the obligations as a Private Electronic System Provider, and we have taken the temporary suspension of TDPSE as a follow-up to the supervision," said Alexander.

He assured that this step is not merely an administrative action but a form of state protection to ensure the safety of the Indonesian society from the risks of digital technology abuse. In addition to the government's steps to ensure that digital transformation runs in a healthy, fair, and safe manner for all citizens.

"Komdigi is committed to maintaining national legal sovereignty in digital space governance, including protecting users, especially vulnerable groups such as children and teenagers, from the potential abuse of digital features for illegal activities," said Alexander.
