TEMPO.CO, Jakarta - The Indonesian Minister of Public Works, Dody Hanggodo, stated that the Serpong-Bogor toll road via Parung could stimulate the inflow of foreign direct investment (FDI). "The presence of FDI not only increases capital, but also brings new technology, modern governance, and strengthens global confidence in Indonesia's future," Dody said in a written statement on Friday, October 3, 2025.
The toll road is an integral part of the Jakarta Outer Ring Road (JORR) III network. It will be connected to several strategic sections, such as the Serpong-Balaraja (Sebaraja) toll road, Bogor Outer Ring Road (BORR), Depok-Antasari (Desari), and Sentul Selatan-Karawang Barat.
He stated that the entire financing for the toll road construction, currently not burdening the state budget, is borne by the toll road business entity (BUJT). "This indicates that investor confidence in the government's policies is strengthening," he said.
According to Dody, toll road construction plays a vital role in reducing the incremental capital-output ratio (ICOR). Dody explained that the smoother distribution of goods and services would enhance investment efficiency, allowing the benefits of development to be more keenly felt by the public.
Dody hopes that the toll road's presence will facilitate mobility, reduce the burden on arterial roads, and shorten travel time. "For example, the Bogor-Serpong toll road via Parung will expedite food distribution, facilitate access to clean water, support energy supply, reduce logistics costs, and accelerate the flow of goods between regions," he said.
The Bogor-Serpong toll road is designed to stretch 32.03 kilometers, 27.83 kilometers in West Java and 4.2 kilometers in Banten. The project has an investment value of Rp12.351 trillion with a concession period of 40 years.
According to the Ministry of Public Works' study, the estimated financial internal rate of return (FIRR) is expected to reach 12.16 percent. The government believes this figure reflects the project's appeal as a solid long-term investment instrument.
The toll road construction is carried out by PT Bogor Serpong Infra Selaras (BSIS) with the following share ownership composition: PT Persada Utama Infra 52 percent, PT Jasa Marga (Persero) Tbk 26 percent, PT Adhi Karya (Persero) Tbk 12 percent, and PT Hutama Karya Infrastruktur 10 percent.
