TEMPO.CO, Jakarta - The use of digital platforms by children has become a government concern as activities in the digital space expand. The Ministry of Communication and Digital (Komdigi) is now mapping the risk levels of digital products, features, and services for children through the implementation of Government Regulation Number 17 of 2025 (PP Tunas).
As of September 6, 2026, 252 products, features, and services (PLFs) from 94 Electronic System Providers (PSEs) had completed self-assessments. Of these, Komdigi has verified 60 PLFs, consisting of 38 PLFs with a low-risk profile and 22 PLFs with a high-risk profile.
A high-risk profile means the service is unsafe for children or should not be open to children under 16 years of age, in accordance with applicable child protection regulations. The higher the risk profile, the stronger the protective measures that the operators must impose.

The following is a list of 22 products, features, and services that fall into the high-risk category for children based on Komdigi's verification results.

The list covers a wide range of services, from social media and communications, e-commerce, streaming services, to digital games. Since the risk profile of each service is different, the applicable protection provisions are adjusted according to the level of risk.
What is the status of the platforms on the list?
Komdigi stated that of the 60 verified PLFs, 22 are categorized as high-risk. Some of these have been designated through a Decree of the Director General of Digital Space Supervision, while others remain in process.
The mapping is part of a six-month evaluation of the implementation of Tunas PP. The government is still giving platform operators the opportunity to self-assess by December 31, 2026. Failure to comply will result in a government-assigned risk profile.
The Indonesian government assured that the policy is distinctive from the assumption of a broader internet ban for children. The government imposes classifications based on the service's risk level and the user's age, so not all platforms are treated equally.
