TEMPO.CO, Jakarta – Indonesia’s government debt reached Rp10,293.69 trillion as of June 30, 2026, up from Rp9,920.42 trillion at the end of March, according to the Finance Ministry’s Directorate General of Budget Financing and Risk Management (DJPPR).
Government debt was dominated by government securities, known as Surat Berharga Negara (SBN), which accounted for 87.11 percent of the total.
“The government manages its debt prudently and in a measured manner to achieve an optimal debt portfolio while supporting the development of the domestic financial market,” the DJPPR said on its official website on Wednesday, August 12.
Of the total debt, Rp8,966.7 trillion came from SBN, while the remaining Rp1,326.90 trillion consisted of domestic and foreign loans.
The government’s debt-to-GDP ratio stood at 41.26 percent in June, up from 40.75 percent at the end of March and 39.86 percent in the first half of 2025. Under Indonesia’s State Finance Law, government debt is capped at 60 percent of GDP.
The government has set a target of Rp832.2 trillion in new debt issuance under this year’s state budget, or APBN. The target is higher than the Rp775.9 trillion in debt raised in 2025.
As of June 30, the Finance Ministry said net government debt issuance had reached Rp477.4 trillion, equivalent to 57.4 percent of this year’s target.
Debt Financing Remains on Track
The Finance Ministry said debt financing remained on track through anticipatory measures and active cash and debt management. The approach is aimed at maintaining adequate government liquidity while keeping the budget surplus, known as SAL, at a strong level.
At a press conference in late June, Finance Minister Purbaya Yudhi Sadewa said the government’s financing strategy took into account funding costs, risk mitigation and sound governance, while ensuring debt indicators remained at safe levels.
Debt financing is also being used to cover the state budget deficit, which is projected at Rp689 trillion this year.
Purbaya previously reported that the budget deficit reached Rp196.5 trillion in the first half of 2026, equivalent to 0.76 percent of GDP.
