TEMPO.CO, Jakarta - Following a directive from President Prabowo Subianto, the government will expand its economic stimulus in the fourth quarter of 2025 to include the fourth decile household group, vulnerable families.
"The President's directive mandates that the additional stimulus coverage should reach the fourth decile, representing more than 30 million beneficiary families, in addition to workers," Airlangga declared during a press conference at Wisma Danantara, Jakarta, on Wednesday, October 1, 2025.
The fourth decile household group applies to households classified as vulnerable to poverty.
Airlangga added that the government is finalizing the plan over the next week and is still calculating the total budget required.
Accelerated Development Programs for Q4 2025
By the end of 2025, the government has prepared eight accelerated development programs:
1. Internship Program for fresh graduates, starting October 15.
2. Expanded Income Tax (PPh 21) Discounts for 552,000 workers in the tourism sector.
3. Food Assistance (10 kg of rice and 4 liters of Minyakita cooking oil) for two months.
4. Insurance Discounts on Work Accident Insurance (JKK) and Death Insurance (JKM) for 731,000 workers in the transportation sector.
5. Housing Program from the Social Security Agency (BPJS Ketenagakerjaan).
6. Labor-Intensive Programs via the Ministry of Public Works and the Ministry of Transportation, which is expected to employ up to 215,000 workers.
7. Deregulation of Government Regulation Number 28 of 2025 concerning Risk-Based Business Licensing, which will be effective October 5.
8. Urban Program to improve housing quality and support space for the gig economy.
Finance Minister Purbaya Yudhi Sadewa clarified that the government will not introduce a new budget for this stimulus before year-end. "I’ll look into it first. I’ll shift the allocations to areas that can’t afford to spend. It seems like they can be shifted. But that doesn't mean a new budget," Purbaya told reporters at the Directorate General of Taxes office on Wednesday, October 1, 2025.
