Komnas HAM Calls for Independent Body to Manage Corruption Assets

TEMPO.CO, Jakarta The Indonesian National Commission on Human Rights (Komnas HAM) has proposed the establishment of an independent asset recovery body to manage the assets resulting from corruption crimes. Commissioner of Komnas HAM, Uli Parulian Sihombing, stated that this proposal is one of the recommendations from the study conducted by Komnas HAM regarding corruption and human rights violations.

"We are pushing for the establishment of an independent asset management body to handle the assets resulting from corruption crimes," said Uli at the Komnas HAM building on Tuesday, July 21, 2026.

Uli explained that so far, the management of assets from each institution, the Police and the Prosecutor's Office, has its own Asset Recovery Body (BPA), while the Corruption Eradication Commission (KPK) has the Directorate of Asset Tracing, Evidence Management, and Execution (Labuksi).

"The management of assets resulting from corruption is currently still sectoral because it is managed separately by each law enforcement agency," Uli said.

Although respecting the current system, Uli believes that there should be an integrated body to ensure the optimal management of assets resulting from corruption. According to him, the body should ideally be outside the existing law enforcement institutions, such as the Police, the Prosecutor's Office, and the Supreme Court.

"The independent asset recovery body should indeed be outside law enforcement," said Uli.

Uli also mentioned that the proposal is relevant to the discussion of the ongoing Asset Confiscation Bill. He hopes that the independent asset management body can maximize the state's revenue from managing corrupt assets while preserving their value.

Uli highlighted the case of illegal tin mining corruption in Bangka Belitung, which has been convicted of corruption with state losses exceeding Rp200 trillion.

"But to date, there has been no recovery that guarantees the rights of the community to a good and healthy environment in that area," said Uli. This condition is one of the proofs that the recovery of victims of corruption crimes has not been effectively carried out until now.
