TEMPO.CO, Jakarta - OpenAI warns all users against creating content depicting child sexual abuse material (CSAM) and child sexual exploitation material (CSEM) generated by artificial intelligence (AI). This warning is stated in the ChatGPT user policy, which prohibits the objectification of anyone under the age of 18.
"These policies extend to developers who are building applications on top of our technology," OpenAI wrote on its official website on Thursday, September 29, 2025.
The US-based technology company prohibits forms of CSAM in content that is partly AI-generated or not at all, grooming or manipulative strategies of minors, self-harming content, and vulgar sexual or violent content.
Additionally, it also prohibits users from promoting unhealthy diet or exercise behavior to minors, treating or stigmatizing the body types or appearance of minors, dangerous challenges, sexual or violent role-playing, and access to age-inappropriate items or activities for those under 18.
"Any user who attempts to generate or upload CSAM or CSEM is reported to the National Center for Missing and Exploited Children (NCMEC) and banned from using our services further," OpenAI wrote.
OpenAI will block users who are found to generate the aforementioned problematic content. If developers fail to rectify problematic behavior patterns continuously, they will be blocked from OpenAI's services.
According to the company, the AI model in ChatGPT is trained responsibly. CSAM and CSEM-related matters are removed from the training data and reported to the relevant authorities. In addition to technological approaches, OpenAI also takes legal action against offenders.
Although trained, there are still users attempting to find loopholes to present CSAM or CSEM content. "Some users still try to abuse our products to generate harmful content," OpenAI wrote.
In the usage policy, CSAM or CSEM-related matters along with fraud, violence, privacy violations, terrorism, and other activities, all effectively prohibited worldwide as of Wednesday, October 29, 2025. OpenAI monitors usage with a moderation system and review processes.
Violations of the usage policy may result in users being blocked by the system. "You can appeal if you think we have made a mistake enforcing policy, and we will work to make things right," OpenAI wrote.
