TEMPO.CO, Jakarta - Indonesian President Prabowo Subianto officially inaugurated Dony Oskaria as the Head of the State-Owned Enterprises (SOEs) Regulatory Agency at the State Palace, Central Jakarta, on Wednesday, October 8, 2025.
Before his appointment, Dony served as Deputy Minister of State-Owned Enterprises.
Alongside Dony, Prabowo also swore in Aminuddin Maruf and Tedi Bharata as Deputy Heads of the newly formed agency.
Their appointments were formalized through Presidential Decree No. 109/P of 2025 on the appointment of the Head and Deputy Heads of the BUMN Regulatory Agency.
Prior to taking the oath, President Prabowo asked the three appointees about their readiness to swear allegiance according to their respective faiths. After they confirmed, Prabowo led them in reciting the oath of office.
“By Allah, I swear that I will be loyal to the 1945 Constitution of the Republic of Indonesia and will implement all laws and regulations with sincerity for the sake of the nation and the state. In carrying out my duties, I will uphold the highest ethical standards, work to the best of my ability, and take full responsibility,” Prabowo said while dictating the oath at the State Palace.
Dony arrived at the palace around 2:23 p.m., dressed in a dark suit and light blue tie. He said he was notified about the inauguration by Cabinet Secretary Teddy Indra Wijaya just an hour before the ceremony.
“We’ll talk again after the ceremony,” Dony told reporters when asked about his new role.
Following his inauguration, Dony reaffirmed his commitment to continue transforming Indonesia’s state-owned enterprises in line with President Prabowo’s directives. He expressed optimism that the newly enacted BUMN Regulatory Agency Law would strengthen this transformation agenda.
The establishment of the BUMN Regulatory Agency follows the House of Representatives’ (DPR) ratification of amendments to Law No. 19 of 2003 on State-Owned Enterprises.
One of the key outcomes of this legislative change is the conversion of the Ministry of State-Owned Enterprises into a regulatory body overseeing the sector.
This amendment — the fourth revision of the BUMN Law— came into effect after the creation of the Indonesia's Sovereign Wealth Fund, Daya Anagata Nusantara (Danantara).
House Speaker Puan Maharani emphasized the importance of ensuring clear separation of roles between Danantara and the new regulatory agency.
“There should be no overlap between the regulator and the operator,” Puan said at the DPR complex on Thursday, October 2, 2025.
