Indonesia's BGN Confirms Incentive Scheme for Teachers Overseeing Free Meals

TEMPO.CO, Jakarta - Indonesia's National Nutrition Body (BGN) has released Circular Letter No. 5 of 2025 regarding the provision of incentives for teachers responsible for implementing the Free Nutritious Meal (MBG) program in beneficiary schools.

The circular was signed by BGN Head Dadan Hindayana on Monday, September 29, 2025, and stamped with the institution’s official seal.

According to the document obtained by Tempo, the circular sets out its background, objectives, scope, legal basis, contents, and conclusion.

The letter highlights the crucial role teachers play in the MBG program. “As the primary companions of students, teachers hold a strategic role in ensuring the program runs according to its objectives while also instilling healthy eating habits and clean living behavior,” the circular notes.

To recognize this added responsibility, BGN has introduced incentives.

“The provision of this incentive is not merely financial compensation, but also a form of appreciation for the dedication and contribution of teachers in supporting the program’s success,” the document states.

Scope and Legal Basis

The circular applies to all Nutrition Fulfillment Service Units (SPPG) or MBG kitchens operating across Indonesia, serving as a reference for planning, implementation, and evaluation.

It also applies to policymakers, program managers, and supervisors at both central and regional levels, as well as partner organizations working with BGN.

The legal framework cited in the circular includes Presidential Regulation (Perpres) No. 83 of 2024 on BGN, Minister of Finance Regulation (Permenkeu) No. 132/PMK.05/2021 on the Mechanisms for Implementing Government Assistance Budgets, and BGN Regulation No. 1 of 2024 on the agency’s organizational structure.

Key Provisions

The circular outlines six main points:

  1. Beneficiary schools must assign 1–3 teachers, under the school principal’s direction, as persons in charge (PIC) of MBG distribution.

  2. The PIC teachers should preferably be assistant or honorary teachers, selected through a daily rotation system managed by the principal.

  3. Each PIC teacher will receive an incentive of Rp100,000 (one hundred thousand rupiah) on the specified schedule.

  4. The funds will be drawn from the operational budget of the school’s SPPG.

  5. Incentives will be distributed every 10 days by the relevant SPPG.

  6. The use of funds must comply with prevailing regulations and accountability standards.

Through this circular, BGN said it aims to strengthen the role of teachers in supporting the MBG program, ensuring both effective implementation and greater awareness among students of the importance of healthy nutrition.
