UAE Eyes Major Investment in Indonesia's Infrastructure Projects

TEMPO.CO, Jakarta - Indonesian Minister of Public Works and Public Housing (PUPR) Dody Hanggodo revealed that the United Arab Emirates (UAE) has expressed interest in investing in Indonesia’s infrastructure sector.

The opportunity emerged during a meeting with UAE Ambassador to Indonesia Abdullah Salem Al Dhaheri in Jakarta on Thursday, September 25, 2025.

During the meeting, the PUPR Ministry outlined several priority programs in infrastructure, water resilience, food security, and energy development aimed at strengthening Indonesia’s national sovereignty.

According to Dody, Ambassador Al Dhaheri responded positively and signaled interest in exploring sustainable investment opportunities.

“The government welcomes investment cooperation from any country. However, each proposal must be carefully reviewed to ensure alignment with national policies and mutual benefits,” Dody said in a written statement.

He explained that the ministry’s current priority programs include the construction of dams, irrigation systems, clean water networks, and energy facilities. In addition, the ministry is tasked with developing roads, bridges, and housing infrastructure to support equitable growth and improve public welfare.

The discussion also touched on the memorandum of understanding signed in 2022 between Indonesia’s PUPR Ministry and the UAE Ministry of Energy and Infrastructure, which remains valid until 2027.

The agreement covers the promotion of investment portfolios in Indonesia’s infrastructure sector, including projects designated as national priorities.

To attract international partners, the ministry is preparing several projects under the Government-Business Entity Cooperation scheme, with an estimated value of US$5.54 billion.

These projects span water resources, roads and bridges, and housing, and are seen as having strong potential for collaboration with the UAE.

Both sides concluded the meeting by agreeing to follow up with more detailed technical discussions.

“We are ready to explore projects that are viable and mutually beneficial. We hope this partnership will deliver tangible benefits for development in both countries,” Dody said.
