TEMPO.CO, Jakarta - The Workers' Social Security Agency or BPJS Ketenagakerjaan reported that 87,000 workers filed claims to withdraw their Old-Age Security (JHT) funds due to layoffs as of May 2026.
"That figure represents 5 percent of total JHT claims," said BPJS Ketenagakerjaan Communications Deputy Erfan Kurniawan in a written response on Monday, August 10, 2026. By the fifth month, Erfan noted there were 21 million inactive BPJS Ketenagakerjaan memberships.
Earlier, the Indonesian Employers Association (Apindo) stated that 126,000 people had been laid off between January and May 2026. Apindo Deputy Chief for Manpower Affairs Bob Azam said the figure was based on data regarding inactive BPJS Ketenagakerjaan memberships attributed to layoffs. "However, 40,000 of them have returned to work," Bob said when contacted on Thursday, August 6, 2026.
Discrepancy in Layoff Figures
Apindo's data differs from that recorded by the Ministry of Manpower. Between January and May 2026, the government recorded 23,470 workers affected by layoffs. This significant discrepancy stems from differing approaches to collecting data on laid-off workers.
Apindo assesses employment conditions based on inactive BPJS Ketenagakerjaan membership data. However, Erfan explained that the Ministry of Manpower collects data on laid-off workers based on claims for the Job Loss Security (JKP) program administered by BPJS Ketenagakerjaan, which require verification through the submission of proof of employment termination.
In response to the differing data collection methods, Apindo stated it would further examine the discrepancy in figures to obtain more accurate data.
