Syria, Russia Agree on MoU Over Future of Russian Military Bases

TEMPO.CO, Jakarta Syria and Russia have reached a memorandum of understanding (MoU) regarding the future of the Russian military presence at the Hmeimim airbase and the Tartous naval facility, following approximately 18 months of intensive negotiations. Syrian authorities announced this on Sunday, August 9.

Under the MoU, Syria will take over the management of facilities for civilian use—specifically the Hmeimim Air Base and the fourth commercial pier at the Port of Tartous—and gradually incorporate them into civil administration, as reported by the Syrian state news agency SANA, citing the Media and Communications Department under the Syrian foreign affairs authority.

As quoted by ANTARA, the two countries agreed that military bases and other military facilities would be redefined as joint training and qualification centers under a new arrangement aimed at protecting shared interests, SANA reported.

The MoU stipulates a period of no more than three months to complete the transition, after which the new arrangements will take effect.

Russia has maintained a military presence in Syria for years, with the Hmeimim airbase in Latakia Province and the naval facility in Tartous serving as its two primary military installations in the country.
