
TEMPO.CO, Jakarta - The chair of House Commission V, Lasarus, said the House of Representatives (DPR) will soon discuss the formulation of a regulation governing online transportation services. The House member announced the plan after meeting with representatives of the online taxi (ojol) drivers' associations on Wednesday, May 21, 2025.
Ojol drivers have staged a series of protests to demand recognition as permanent employees and reduction of app commission fares, among other things.
The most recent protest was held yesterday, Tuesday, May 20, 2025.
"Worry not, we will involve all stakeholders in the lawmaking process," said Lasarus in a public consultation forum with the drivers' representatives today.
The law-drafting process will likely be taken over by a House special committee, Lasarus said, as it's outside the scope of work of House Commission V—the working partner of the Transportation Ministry.
The House member said that online taxi apps fall under the domain of the Communication and Digital Ministry, the working partner of House Commission I.
Meanwhile, the working relationship between ojol drivers and ride-hailing companies falls under Commission IX, in relation to the Ministry of Manpower, and the payment system is under Commission XI and the Financial Services Authority.
The drafting of online transportation services law will also involve the Ministry of Law.
The lawmaking process is likely to involve other ministries as well, including the Ministry of Industry, if the law governs which types of vehicles are used for online taxis.
"But don't worry, we will consult everyone to ensure the law benefits all, not just a specific group," said Lasarus.
Furthermore, the PDIP politician said that the online transportation services law is not listed as a priority, but he ensured Commission V will swiftly prepare a draft and consult with DPR leaders. Once the academic draft is completed, the bill will be discussed in the Legislation Body, then brought to a plenary session to be established as a priority program and proceed with further discussions.
