TEMPO.CO, Jakarta - Indonesian Transportation Minister Dudy Purwagandhi is preparing a strategy for the 1447 Hijriah Eid Homecoming return flow across the Sumatra-Java crossing. This is to ensure that the return journey of travelers is controlled, safe, secure, and smooth.
Dudy stated that his ministry has initiated an evaluation of several crucial points during the peak of the 2026 Eid homecoming flow, while also preparing anticipatory measures to ensure the safe and smooth return flow at the Sumatra-Java crossing.
"We have passed the peak of the Eid homecoming flow. Currently, our focus is ensuring that the return flow can be managed better, with a faster response and a more mature strategy," Dudy said in Jakarta on Sunday, March 22, 2026, as reported by Antara.
He stated that his ministry held an evaluation and coordination meeting at the PT ASDP Indonesia Ferry (Persero) office in Merak on Sunday, involving all stakeholders.
Facing the return flow, Dudy instructed all stakeholders to increase preparedness through scenarios that are more adaptive and responsive to dynamics on the ground.
A number of strategies have been prepared, including accelerating the arrival-unloading-departure (TBB) system when there is an increase in traffic, along with capacity simulations for the 5- and 6-pier schemes to ensure optimal capacity.
Preventive measures are also being taken at potential crossing points in Bakauheni to avoid impeding loading and unloading flows, and rest areas are being optimized through intensive coordination with the police to regulate vehicle distribution and flow.
Furthermore, the use of non-TBB piers is being evaluated and the number of vessels is being managed efficiently. Alternative routes through Panjang Port-Krakatau Bandar Samudra (KBS) are being prepared in the event of vehicle congestion.
Technology is also being strengthened through the use of drones for real-time monitoring, particularly in the Bakauheni area, to quickly and accurately identify potential queues.
Upstream, buffer zones and rest areas are being optimized to implement a delaying system on Sumatra Island, in coordination with the Indonesian National Police Traffic Corps (Korlantas Polri), to detain vehicles before they enter the port.
Furthermore, increased vigilance is being exercised at vulnerable points, such as souvenir sales areas on the downhill slopes of flyovers, which have the potential to cause traffic congestion.
Dudy emphasized that the results of the homecoming flow evaluation will serve as the basis for refining the return flow strategy, considering the potential for high levels of public movement in the coming days.
"We must immediately correct every note during the homecoming flow. We must not wait for the problem to escalate. The key is a quick response and accurate decision-making on the ground," Dudy said.
Based on the evaluation results, the peak Eid homecoming flow will occur on March 18, 2026. Overall, the implementation is considered to have gone quite well, but there are still several important issues, one of which concerns the implementation of the arrival-unloading-departure (TBB) mechanism, which is currently optimal at 3-4 piers.
Going forward, Dudy requested that the TBB mechanism be implemented more quickly and expanded to 5-6 piers to increase service capacity and reduce potential queues.
Dudy also highlighted the importance of controlling vehicle flow within the port area to prevent queues from extending beyond the port area.
Buffer zone arrangements were also highlighted, such as in the Indah Kiat area, which requires operational engineering in the form of additional or widened loading and unloading access to avoid intersections.
Meanwhile, ticket purchasing activities are also being evaluated, with the need to expand the ticket purchasing zone radius to more than 4 km to minimize congestion at crucial points leading to the port.
Dudy emphasized the importance of implementing the Ferizy ticketing system, which uses the principle of one National Identification Number (NIK) per ticket. This is to prevent ticket scalping and improve service quality.
