Indonesian Lawmaker Highlights Disrupted Coal Supply Behind Rolling Blackouts

TEMPO.CO, Jakarta - Deputy Chair of Commission XII of the Indonesian House of Representatives, Bambang Haryadi, brought up disrupted coal supply that resulted in rolling blackouts across several regions in the country.

According to him, the disruption to coal supply is the result of the delayed approval process for the Work Plan and Budget (RKAB) at the Ministry of Energy and Mineral Resources.

"There's a coal supply shortage of around 22 million tons for 2026, or around 2.6 million tons per month. We lament this shortage due to the slowness of the RKAB [approval]. This once occurred in late 2021 and leading up to 2022," he said in a statement in Jakarta on Tuesday.

Bambang said talks between House Commission XII and the Energy Ministry and the state-owned electricity company PLN indicated a coal supply shortage impacting power plant operations.

This, he said, occurred after mineral and coal management is transferred almost entirely to the central government, as outlined under the revised Mineral and Coal Law.

He also underlined the lack of transparency in the RKAB approval process, as House Commission XII has repeatedly requested an explanation from the ministry regarding the basis for reducing or increasing the RKAB quota for coal mining companies.

The Energy Ministry, he said, failed to implement the mandate to consult on coal needs before establishing the total national RKAB.

"The supply shortage is also due to the lack of human resources at the Directorate General of Mineral and Coal following the revision of the Mineral and Coal Law, which has resulted in slow RKAB approval," he added.

Bambang emphasized that the DPR had anticipated this problem through the revision of the Mineral and Coal Law. Under this regulation, holders of Mining Business Permits (IUP) and Special Mining Business Permits (IUPK) are required to meet the needs of state-owned enterprises that control the livelihoods of many people, including in the electricity sector.

"If the mandates under this law are implemented properly by ministry officials. I don't think there will be any problems and they won't happen again," he said.

Previously, the Directorate General of Minerals and Coal stated that it had approved 664 KAB for mineral and coal mining as of June 12, 2026.

The Mineral and Coal DG, Tri Winarno, said his office strives to ensure that mining activities proceed according to plan and comply with the principles of good mining governance.

"Each approval is granted after all requirements are fulfilled," he said in an official statement confirmed from Jakarta on Friday.

All RKAB submissions are carried out digitally through the e-RKAB integrated information system as part of the digital transformation of mineral and coal governance.

Through this policy, the RKAB matrix is simplified to three matrices for the exploration phase and ten matrices for the production operations phase.
