TEMPO.CO, Jakarta - Indonesia's Social Affairs Minister Saifullah Yusuf has warned civil servants and ministry employees that they could face sanctions, including dismissal, if found violating disciplinary rules, particularly those absent without explanation after the Eid al-Fitr holiday.

Speaking at a disciplinary roll call in Jakarta on Thursday, March 26, Yusuf said more than 2,600 Social Affairs Ministry personnel nationwide were absent without notice on Wednesday, the first working day after Eid.

Of the total, 156 were employees based at the ministry’s headquarters, regional offices, or service centers, while around 2,500 were field workers under the Family Hope Program (PKH), Indonesia’s flagship conditional cash transfer program.

“It is regrettable that many of the undisciplined PKH personnel were only recently appointed and have not even served for a full year as government employees,” Yusuf said.

He noted that the ministry had previously issued stern warnings to 500 PKH personnel for disciplinary violations in 2025, with 49 of them ultimately dismissed. Three more workers, he said, have also been dismissed this year for similar offenses.

“Going forward, we will not hesitate to dismiss honorary employees and civil servants who are problematic and undisciplined,” Yusuf said.

He added that misconduct by ministry personnel could damage the institution’s overall performance and public image.

Yusuf said unexplained absences violate Government Regulation No. 94 of 2021 on Civil Servant Discipline. He said sanctions would vary depending on the severity of the offense, ranging from verbal and written warnings to formal statements of dissatisfaction from supervisors.

In addition to administrative sanctions, employees may also face financial penalties, including cuts to performance allowances. Under a 2023 ministerial regulation, employees who fail to record their attendance can face a 3 percent deduction per day from their performance allowance.

“Keep in mind that we are being monitored by the state and the public,” Yusuf told ministry staff, urging them to maintain discipline and serve the public responsibly.
