House to Hold Hearing with Online Motorcycle Taxi Drivers Following Mass Protest

TEMPO.CO, Jakarta - Chairperson of the House of Representatives Commission V, Lasarus, announced plans to summon online motorcycle taxi (ojol) drivers for a hearing in response to today’s large-scale protest.

"Commission V will schedule a hearing with the ojol on Monday, at 13.00 WIB," Lasarus stated when approached at the Parliament Complex in Jakarta on Tuesday, May 20, 2025. He explained that the decision was made following a consensus with House leadership.

Lasarus clarified that he has no intention of meeting the protesters directly, emphasizing that their demands can be addressed during the scheduled hearing. "So today, we may listen to what the demands are first," he said.

He acknowledged the legitimacy of the ojol drivers' demands, describing them as a valid form of expression. However, he pointed out the difficulty in addressing these demands due to the lack of clear legal regulation for online transportation services.

"This should be regulated and bound by the law. We are currently initiating improvements to the existing regulations," he explained. According to him, Commission V is considering two options for regulating the sector.

One option involves amending Law No. 22 of 2009 on Road Traffic and Transportation, while the other proposes drafting a new law under the national transportation system framework.

"We are currently discussing this with the House of Representatives' Expert Staff as well as the Ministry of Transportation," said the PDIP politician, adding that the House is also receiving input from the government.

Lasarus confirmed that next Monday's meeting will be limited to Commission V and ojol representatives. Separate sessions will be arranged to meet with government officials and ride-hailing app companies. This differs from the protestors’ request for a joint session with all parties.

"If they are placed on the same day and forced to make decisions in that room, then the meeting's conclusion cannot be binding," Lasarus explained, stressing that meaningful regulatory reform is the priority rather than a single discussion.

Earlier today, thousands of ride-hailing drivers went offline and staged coordinated demonstrations against app companies, accusing them of breaching existing rules.

Protesters cited Minister of Transportation Regulation No. 1001 of 2022, which caps app commission fees at 20 percent. However, drivers allege that deductions have reached up to 50 percent.

The protest, which began at 01:00 PM local time and will continue until further notice, has focused on key locations including the Istana Merdeka, the Ministry of Transportation, and the House of Representatives. It has caused significant traffic disruptions across parts of Jakarta.

Participants include drivers from various regions such as East Java, Central Java, DI Yogyakarta, West Java, Lampung, South Sumatra, and Greater Banten.
