Indonesia Waives Import Duty on Hajj Gift Items

TEMPO.CO, Jakarta - The Customs Directorate General of the Ministry of Finance provides import duty and tax exemptions for the goods carried by Indonesian Hajj pilgrims during the 2026 Hajj season.

The head of the Import Section III of the Ministry of Finance's Customs Directorate General, Chinde Marjuang Praja, explained that the initiative to exempt taxes was born out of the high demand for Hajj services from various segments of society.

"Long queues and usually, these Hajj pilgrims save for years. So, the condition of Hajj pilgrims in Indonesia is indeed special, which is the reason for us to provide more facilities," said Chinde during a media briefing on Customs Services and Facilities for Hajj Pilgrims held virtually in Jakarta, Thursday, April 16, 2026, as reported by Antara.

The duty exemption applies to goods carried directly or sent through postal operators, as regulated in the Minister of Finance Regulation (PMK) Number 4 of 2025.

However, this fiscal relaxation only applies to Hajj pilgrims using the official quota, namely regular Hajj pilgrims and special Hajj pilgrims, each with their respective provisions. Meanwhile, non-quota Hajj pilgrims, also known as independent Hajj pilgrims, are not entitled to this customs facility as they are not registered in the government system and are considered to have higher economic capabilities.

The facility only applies to personal goods for personal use, including souvenirs. On the other hand, entrusted goods, often referred to as jastip (courier service), are not included in the scope of this facility. "So, souvenirs that are indeed from the pilgrims themselves, not those that are entrusted. If it's jastip, it is excluded from this facility," he explained.

Regarding incentives, there are differences in facilities for regular and special Hajj pilgrims concerning goods carried by the pilgrims themselves.

Regular Hajj pilgrims receive full exemption for all carried goods. Meanwhile, for special Hajj pilgrims, the government sets the maximum customs exemption at a Free on Board (FOB) value of 2,500 U.S. dollars.

If the value of the carried goods exceeds this amount, an import duty of 10 percent, as well as value-added tax (VAT) according to the provisions, will be imposed, while income tax (PPh) is exempted.

For goods sent through postal operators, the government sets the maximum FOB value at 3,000 U.S. dollars, divided into two shipments of no more than 1,500 U.S. dollars each.

If the value or frequency of shipments exceeds the set limits, the Customs Directorate General will impose a flat import duty of 7.5 percent, as well as VAT, according to the provisions. Income tax remains exempted in this scheme.

The Customs Directorate General limits shipments to one package with maximum dimensions of 60 cm by 60 cm by 80 cm. Provide shipping documents no earlier than the departure date of the first group and no later than 30 days after the return of the last group.

The sender is also required to prove their status as a Hajj pilgrim by using a passport number connected to the Pilgrimage Information System (Siskohat).
