
TEMPO.CO, Jakarta - Junior Attorney General for Intelligence, Reda Manthovani, signed an agreement with four telecommunication service providers to support law enforcement. They are PT Telekomunikasi Indonesia, PT Telekomunikasi Selular, PT Indosat, and PT Xlsmart Telecom Sejahtera.
"This agreement focuses on the exchange and utilization of data or information for law enforcement, including the wiretapping installation and operations and the provision of telecommunication recordings," said the Head of the Legal Information Center of the Attorney General's Office (AGO), Harli Siregar, in his official statement on Wednesday, June 25, 2025.
The agreements, the AGO said, reflect the agency's duty in investigation, security, and information gathering for law enforcement purposes. The regulation authorizes the Attorney General's Office to perform multimedia supervision.
"Highly qualified data or information is beneficial in many ways, including in the hunt for fugitives and collecting data to support law enforcement," said Reda, as quoted from the Attorney General's Office release on Wednesday, June 25, 2025.
Meanwhile, the agreement stirs condemnation from the civil society coalition, consisting of Raksha Initiatives, Dejure, Centra Initiative, Imparsial, HRWG, ELSAM, and ICJR. The group deems the agreement a real threat to people's rights to privacy, as guaranteed by Article 28G paragraph (1) of the 1945 Constitution.
Additionally, Article 30C of AGO Law itself lays out a clear limitation on the use of wiretapping, which must be based on a special regulation.
The civil society coalition, in a release on June 26, said arbitrary wiretapping violates Article 40 of Telecommunication Law No. 36 of 1999, which states, "Any person is prohibited from tapping of information transmitted through any kind of telecommunications networks."
Meaning, without meeting the required procedures, wiretapping activities involving telco operators breach the law. Wiretapping practices must be carried out in a lawful manner, for national security or law enforcement reasons, so long as they adhere to the principle of permissible restriction.
