Indonesian Ministry Orders World App to Permanently Delete Citizens' Biometric Data

TEMPO.CO, Jakarta - The Indonesian Ministry of Communication and Digital (Komdigi) has ordered the World app to cease its data collection activities, specifically the scanning of users' eyes. Tools For Humanity (TFH) and its local partner, PT Sandina Abadi Nusantara, which manages the app, must also permanently delete all biometric data belonging to Indonesian citizens.

"[We demand] permanent deletion of all iris codes and other encrypted data originating from Indonesian citizens and stored on World users' devices," said Alexander Sabar, Director General of Digital Space Oversight at Komdigi, in a written statement quoted on Wednesday, June 18, 2025.

In addition to these directives, Komdigi recommends a comprehensive improvement in the World app's personal data governance, data security systems, and operational procedures. Alexander emphasized that the World app must fully comply with all national regulations as a prerequisite for continuing its business operations in Indonesia. "Including the obligation to ensure that no children's data is processed if TFH intends to continue its business activities in Indonesia," he added.

To protect the public from the risk of digital data misuse, particularly concerning biometric data, the Komdigi Ministry has decided to maintain temporary suspension sanctions on the World app. Alexander explained that this decision stems from a clarification process and a thorough examination of the biometric data collection activities via the World ID platform, which were found not to fully comply with national legal provisions.

According to Alexander, a technical evaluation of TFH's documents, systems, and mechanisms revealed ongoing violations of personal data protection regulations. Furthermore, the company has not fulfilled its administrative obligations as a valid Electronic System Organizer (PSE).

The ministry also highlighted ethical concerns surrounding the data collection process, especially when such practices target vulnerable groups. These groups include children and adolescents, the elderly, people with disabilities, individuals with low digital literacy, and those in remote areas or with limited access to information.

The Komdigi Ministry had previously temporarily frozen the permits for Worldcoin and WorldID following public reports.
