TEMPO.CO, Jakarta - The Indonesian House of Representatives (DPR) has passed the Revision of the Law on the Third Amendment to Law Number 2 of 2022 concerning the Indonesian National Police (Polri). The endorsement was made during the 21st plenary session of the 5th Session of the 2025-2026 term.
Deputy House Speaker for Political and Security Coordination Sufmi Dasco Ahmad, who chaired the session, initially asked for the political parties' factions in the DPR to approve the Police Bill.
"Can it be approved as a law?" Dasco asked in the DPR plenary session at the Parliament Complex on Tuesday, June 9, 2026.
The participants of the meeting answered Dasco's question unanimously, saying "approved" as Dasco struck the gavel.
Previously, the discussion of the Police Bill was agreed upon by the DPR's Commission III and the government at the first level. The Chair of Commission III, Habiburokhman, stated that before it was agreed to be brought to the DPR plenary session, the Working Committee for the National Police Bill (Panja RUU Polri) had finished discussing the draft of the bill, which included a total of 112 problem inventory lists (DIM).
He explained that of the 112 total DIMs, 32 are permanent, 36 are editorial, 12 are substantial, 24 are deleted, and 8 are new substantial.
In the discussion dated June 8, 2026, the Working Committee and the government agreed that the retirement age limit for the Chief of Police and police officers holding the rank of four-star senior officer is 60 years.
The Working Committee and the government also agreed that the retirement age limit for the Police Chief can be extended by 1 year or a maximum of 61 years. "In accordance with the needs determined based on the president's decision," said Eddy Hiariej.
Furthermore, the retirement age regulations for non-commissioned and warrant officers were agreed to be 59 years. Meanwhile, the agreed-upon age limit for junior, middle-ranking, and senior officers is 60 years.
The Working Committee and the government also agreed on the requirement that prospective police force members be at least senior high school graduates. Other agreed-upon provisions include the ability of active police officers to hold civilian positions.
Eddy stated that this provision is stipulated in Article 28 A, paragraph 1 of the Police Bill as proposed by the government. A similar provision in paragraph 2 explains that police force functions are related to managerial and non-managerial positions in ministries and institutions responsible for security, order, community maintenance, law enforcement, and public services.
"Police officers can also hold civilian positions upon the request of the ministry," he said. The request can be made as long as it is approved by the minister responsible for governance affairs, as regulated in Article 28 A paragraph (3).
