TEMPO.CO, Jakarta - The civil trial over losses stemming from investments in the Free Nutritious Meal (MBG) program lasted less than 30 minutes at the Central Jakarta District Court on Tuesday, June 2, 2026. The panel of judges adjourned the hearing filed by Elfi Salim because two of the three defendants—Bin Thalib Berkah Abadi and the company’s director, Nofalia Heikal Safar—failed to appear.
It was not the first time Nofalia had skipped a court hearing. She is Chair of the Indonesian Kitchen Movement (Garuda), an organization that represents operators of Nutrition Fulfillment Service Unit (SPPG) kitchens. Meanwhile, the co-defendant in the case, Inong Malinda Dee, was represented by legal counsel despite being absent in person.
Elfi Salim and her company, Gunung Muncul Abadi, accused Nofalia and her husband, Heikal Safar, of breaching their agreement by failing to return investment funds for the procurement of milk and food trays—known locally as ompreng—which were presented as part of the MBG program. The investments, made at the end of 2024, totaled Rp6 billion (around US$333,000). Malinda Dee was also implicated because she allegedly acted as an intermediary in securing the investments.
Elfi is not the only investor suing Nofalia and Heikal Safar. Another businessman, Andrew Buntoro, has alleged that the couple failed to return Rp6 billion he invested in a food tray procurement project. “These two businesspeople did not actually know each other, but they both ended up as victims,” said Dian Amalia, attorney for Elfi and Andrew, on Tuesday, June 2, 2026.
